leylandvictory2 Super, Vinny is based on Canadian National Railway's U-4-a 6400 class. One of the units has been preserved and put on display at the Canada Science and Technology Museum in Ottawa. I happened to have a photo of it. See below. Yes, it has face guards. It is probably used to help maintenance workers to change the light bulbs or something.
Super Well that could make sense. A worker could stand on the lower rail while holding on to the upper to inspect or repair.
