Apparently it's a limited edition of 3000 made to commemorate the 60th anniversary of... well at first I thought it was a number one song about a black cat that came out in Japan in October 1969, which would make sense for the anniversary and fit with the cat theme and the name (? possibly? Its something like black cat nyah train or something with a lot more "neko" and "nya"s involved.), but then they kept mentioning 明星シャルメラ which is one of the main noodle products the food company makes I guess, but the food company is much older and the "Myosei Charmera" (Meisei Charmelera? I'm not really sure) was released in 1966 according to Wikipedia, and I don't know how the black cat factors into the strictly food explanation.

Either way, its a contest prize for sending in I assume proof of purchase of instant noodle products to celebrate the 60th anniversary of... something, either a cat song or they're three years off the noodle anniversary. Sounds like from the description (random cat meowing and mentioning multiple batteries) that the end car has a sound feature, notice the traction tires. Comes with a little set too.

Edit: I guess I forgot how time works and decided there was another decade sometime between now and 1969, I think its Plarail's anniversary not a cat song or noodles. Not sure what the cat connection is in that case.
