It's Motor Tomica ( モータートミカ ), so same timeframe as the A-series of Motor Tomica cars, i.e. late 1990's.

Thats a interesting question Mr No. My first thought was they are from a Plarail Advance set but I couldn't find anything it that line that was similar. What is strange is that there are no switch levers on these and they have the elevated viaduct side panels and must be flip-able. Without the switchable lever I can only assume that it can only be placed in a Layout where 2 rails merge into one and not the other way around. Anyone else know or have some ideas?

I can see the switches on it but it used same colour as track. Could see it in video of it closer up. On YouTube there one page that person creates different of tracks and print it using 3d printer. link below

I think you fellas are probably right. There are definitely very few Elevated Rail pieces available like Switches Points or adapters etc. These look very well done. Here is a drawing of one that the YouTuber that Drew mentions above makes with a 3D Printer.
