Yes. Those two are the only sets that utilise that piece. Funnily enough, both were Europe exclusives. Apart from these, very little sets actually used the HiT toys road system that was included with the HiT road crew as half straights and with kevin as 3 half straights:
- Sodor Roadway (expansion pack) - Only full straights and curves

- Bertie, Bulgy & Elizabeth Roadway (expansion packs) - Again full straights and curves

Knapford Station Celebration (set) - Full straights and curves

And none of these had that piece, thus for collectors that were not in Europe, this piece was not really an option. Both the sets it appeared in were made in probably late 2009 and by that point, Fisher-Price had bought out the line in the US but it was still going in the trackmaster (TOMY) form so the road/rail crossing was probably going to be included in some HiT toy sets if they kept going. I believe the same situation is true for the road risers that never made it into and HiT sets but were utilised in the Super Sodor Adventure Set ONLY. making it probably the least used piece.
Super Sodor Adventure Set - Full straight, Curves, Road/Rail Crossing, 2 Slopes

Sodor Friends Road & Rail Set - Full Straights, Curves, Road/Rail Crossing

Hope this (in any way) helps!
