The Flip-Face Percy didn't get released but I know some ways he could have got released.
I think he could have been an engine in a "Tidmouth Sheds Celebration set" with The Flip-Face Thomas with party flags
As a Hero of The Rails Talking Engine with the Cargo Truck he had in the movie and Gordon and Toby in the line too!
In another release of the Ice Cream Factory in different colors and a pink barrel
