In British railway nomenclature, this is effectively a 'double slip' point. Wikipedia tells us that In North American English the arrangement may also be called a double switch, or more colloquially, a puzzle switch. The Great Western Railway in the United Kingdom used the term double compound points, and the switch is also known as a double compound in Victoria (Australia). In Italian, the term for a double switch is deviatoio inglese, which means English switch. Likewise, it is called Engels(e) Wissel in Dutch and, occasionally, Engländer ("english one", literally "Englishman") in German.
As far as I can remember the only release of this track piece in any of the Tomica World / Hypercity / Trackmaster ranges was in the 1998 Tomica World Super Deluxe Set, no.7423, in which you got the R-15 cross-over pair, i.e. the 'Double Track Point Rail' (with lever) and the 'Automatic Point Rail' (no lever). Maybe there were other releases? please remind me.

The Plarail pair first appeared in 1978, was numbered R-15 in 1988, and was discontinued in 2012. The 'Automatic Point Rail' half of the duo has come out of retirement for two special guest appearances since then, firstly in the 2018 'Lane crosses! E5 Series Shinkansen Hayabusa Basic Set', and most recently in the November 2023 'Grip Mascon E5 Series Shinkansen Hayabusa DX Set'.
