I'm guessing that would be how the commission worked, but maybe it could've worked differently in other countries. The Minis may be Walmart exclusive items in the US, but other countries sell them in tons of stores.
No sign of Sodor Blackout in TrackMaster Revolution, or even last year. I think these series can only have one run and can't stop and resume. The Sodor Snow Storm series has been going with new products since 2012, and that looks like the only TrackMaster series Toys R Us and Fisher-Price were interested in.
